The Trump budget plan for USDA is long on cuts and short on specifics.The Trump administration sent a partial budget proposal to Capitol Hill yesterday, which was a blueprint of agency cuts in annually-appropriated programs known as discretionary spending. It will also submit a plan later this spring that outlines cuts to mandatory and entitlement spending as well as addresses tax provisions. Since mandatory spending was not included in yesterday’s budget package, there are no structural reforms to farm programs, conservation programs nor the Supplemental Nutrition Assistance Program (SNAP).
