While the market awaits the Environmental Protection Agency (EPA) to set the 2013 "renewable volume obligations" (RVOs) for all biofuels except biodiesel (which already was set at 1.28 billion gallons) by the end of this month, the American Fuel and Petrochemical Manufacturers (AFPM) has petitioned EPA to reconsider the RVO for biodiesel. AFPM claims that since the EPA initially issued the rule, a number of factors have surfaced that could result in unintended consequences that will adversely impact both the domestic refining industry and U.S. consumers.
