GOOD MORNING, Prices are mixed this morning with the largest feature a rally in wheat.  Russian officials are considering imposing a wheat export tax of around 2,000 rubles ($27.3) /ton for Feb. 15-Jun 3, as one of the measures to stabilize domestic prices.  Russia is considering a grain export quota as well as a price cap for domestic sunflower oil and sugar prices.  Soyoil is higher against meal.  The December WASDE has come and gone with the data making little difference to prices that are stuck in recent ranges.  Sporadic rains in SA and lack of export activity defines the downside, worsening La Nina, some demand, and potentially lower production defines the upside.  Continued tighter carry-out numbers an...
