It is expected to include an outright cap on RIN prices as well as measures to reduce speculative trading of RINs along with other unknown proposals. The list would add another element of volatility to the Renewable Fuel Standard (RFS) and biofuels, sparking a very strong backlash from the biofuels sector if it does include a price cap.
