The House Agriculture Committee will hold two farm bill hearings this week, one on the Supplemental Nutrition Assistance Program (SNAP) and one on crop programs and crop insurance. Those comprise the big ticket spending items in the farm bill. Last week the Congressional Budget Office CBO) released its 10 year projected estimates for those programs, plus the conservation programs in the bill.   While the 10-year baseline is a projection assuming current 2018 farm bill policies stay in place and thus is not directly relevant to a new farm bill in 2023, it is an important benchmark because the agriculture committees must stay within that budget scope in writing the new farm bill.
