CAP Reform in Focus This is a busy week in Brussels as tripartite negotiations hit a fever pitch over how green the next Common Agricultural Policy (CAP) will be. Delegations are split with some wanting to increase the mandatory level of 2nd Pillar support for eco-schemes to 40 percent, and boost from 20 percent to 30 percent the obligated amount of 1st Pillar support going to green measures. Others say there needs to be flexibility in obligating even 20 percent of 1st Pillar direct payment to farmers into required eco-services.
