If there is one thing for which the Congressional Agriculture Committees historically have been known for, it is their bipartisan cooperation. A prime example was last year's Super Committee process, when all legislative committees were tasked with recommending a spending plan to the Joint Select Committee on Deficit Reduction in order to come up with an omnibus budget fix.
