China Continues to Spend on Farmland Improvement China's Ministry of Finance (MOF) recently announced that the government will invest $5.9 billion this year to improve the quality of farmland. The fund, as part of national's comprehensive agricultural development plan, comes from both the central and local budgets.The fund targets improving 1.3 million hectares of medium-low yield land and building 887,300 hectares of high-quality farmland by the end of 2012. The investment also will support the improvements for 45 water conservation projects in medium-sized irrigation districts.
