Complications for a New Farm Bill

The House of Representatives may take up the FY2024 Agricultural Appropriations bill this week, and then again, it may not.  First, in the House, legislation has to go through the Rules Committee where that panel sets the rules of debate, including which amendments are considered in order and which are considered out of order.  Lawmakers have already filed between 150 and 160 amendments to the bill, of which many come from the Republican side of the aisle. That means they are more likely to be ruled in order given the Republican majority on the Rules Committee. Forecasting developments in production agriculture
