COOL: New Rule to Be Challenged The U.S. today issued a final rule modifying its country of origin labeling (COOL) statute to satisfy the WTO's ruling on the issue. The U.S. was given until today to come into compliance. USDA had issued a rule in March that was poorly received by Canada and Mexico and even U.S. stakeholders.
