As the saying goes, "desperate times call for desperate measures." Nowhere is that more evident than on Capitol Hill, where election year politics, budget deficits, looming sequestrations and competing partisan agendas have made the "regular order" for legislation (i.e. hearings, committee mark-up, floor time, and House-Senate conference) a rare process. Of course, as we have pointed out, the Senate is moving on the farm bill in regular order, with the first of four hearings scheduled for tomorrow.
