As we reported on 6 August, EPA announced the 2013 required volume obligations (RVO) under the Renewable Fuel Standard (RFS) – albeit eight months late. RVOs set the minimum amount of biofuels that must be blended into the retail motor fuel supply. The only thing that changed from EPA's original proposed rule of January was the volume for the cellulosic category.
