As we noted yesterday, the $3 trillion Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act amends the CCC Charter Act to allow assistance to agricultural processing plants in the event of a public health emergency in order to assure the continuation of markets for agricultural commodities. The bill is scheduled for a vote today at 5:30 pm and is expected to pass, largely on a party-line vote. Specifically, the proposal would provide $0.45 per gallon of ethanol produced from 1 January 1 through 1 May 2020. WPI’s team was retained by the governing board of a U.S. industry organization to review a decision, reached by vote, to invest significant assets into the development and management of an export trading company. WPI’s team conducted a formal review of this decision and concluded that the current level of market saturation would limit the benefits of the investment. Based on WPI’s analysis and recommended actions, the board subsequently reversed its decision and undertook a strategic planning effort to identify more impactful investments.
