The EPA published the 2020 Required Volume Obligations (RVOs) for ethanol and biodiesel in today’s Federal Register, an unusually long lag after publically releasing the pre-publication announcement on 5 July. It will hold a public stakeholder hearing this Wednesday on the RVOs in Ypsilanti, Michigan and then accept public comments on the proposal for the next 30 days (through 30 August). That deadline lines up with the end of the summer driving season, which typically has high demand for motor fuel. So far this summer, finished motor gasoline demand is down 0.03 percent from last year, but that is no different from the rest of the year to date. Ethanol blending, however, is up 0.7 percent.
