When Congress reconvenes on 3 June, the Senate farm bill debate is likely to turn to ethanol and biofuel issues related to the Renewable Fuel Standard (RFS), despite the fact that the farm bill does not have any jurisdiction over the program. Expected amendments include one from Senators John McCain (R-Arizona) and Jeff Flake (R-Arizona), which would prohibit USDA from funding flex pump installations; one from Senator Jim Inhofe (R-Oklahoma), which would allow states to opt out of the RFS; and, one from Senators Bob Corker (R-Tennessee) and Joe Manchin (D-West Virginia), which would lower advanced biofuel requirements under the RFS in accordance with the lowering of cellulosic requirements.Obviously, these amendments come from the reform...
