President Biden’s announced commitment to cut U.S. greenhouse gas emissions in half in just nine years is being viewed as nothing but a political document since it lacks any specifics for achieving the goal. More importantly, the U.S. Congress would not ratify the Paris Agreement itself and therefore would not enact the policies necessary to reach its goals. This leaves the Biden Administration solely dependent on regulating the complete conversion of the economy, a highly implausible approach.
