IPEF to Nowhere The Biden Administration continues to push its Indo-Pacific Economic Framework (IPEF) but at least two developments raise questions as to its utility. The first is Chief Agriculture Negotiator Doug McKalip announcing that agreement on an agriculture chapter is “really close.” Agriculture is nearly always the last sector to achieve consensus in international trade agreements because it is the most politically sensitive in most countries.
