Know Thy Brother Europe and Latin America had one of the weirder policy exchanges of the week. Heads of state from the Latin American and Caribbean States (CELAC) travel to Europe 17-18 July and are debating a communique with the EU ahead of the visit. Europe has targeted Latin American countries for stronger relations by characterizing that region is most culturally similar. After all, they are largely former colonies of Europe.
