MC-11 Update The U.S. is no doubt wearing the black hat at the WTO Ministerial Conference (MC-11) in Buenos Aires. Rather than accede to the agenda being driven by the majority developing countries, U.S. Trade Representative (USTR) Robert Lighthizer is setting his own thresholds for the organization. He is trying to split the poorer countries away from China by questioning all the special treatment in the name of development when the benefits are also received by the more advanced countries.
