In certain regions, some fields were not planted due to a lack of soil moisture, and with current prices, it is not worth the risk to plant wheat in the dust and hope for rain.  The lack of rainfall remains the main issue for wheat, not only due to crop condition deterioration but also because many producers cannot fertilize.
