The language no longer calls it a "ban" but rather a decision to "restrict," and the criteria include:

Negative impact on the local environment by a change in agricultural practices; Ecosystem sustainability and maintenance of ecosystem services; Maintenance of local or regional biodiversity; Lack of adequate data on the impact on the local or regional environment; and, Negative socio-economic impacts such as the high cost of co-existence measures.
