Nibbling at the Edges The G8 summit last week emphasized the need to boost food security in Africa, and while the U.S. is adding private sector investment and some policy reform ambitions, it is still a light touch when it comes to the real causes of food insecurity: poor governance, corruption, lack of rule of law. The OECD Ministerial this week also nibbled around the edges of the problem. Its declaration calls for an emphasis on structural, social, green and institutional issues. It added an emphasis on "integrity and anti-corruption efforts" but then it invited the fox (Russia) into the hen house with membership on the Working Group on Bribery in International Business Transactions.
