USDA Preliminary 10-Year Baseline USDA issues a 10-year baseline report each year in February. This week, however, it released its early projections for the 2018-2027 report, which were based on a “composite of model results and judgment-based analyses” prepared during October and using the 9 November WASDE as the current year starting point. The baseline will be subject to revision by February, but some highlights of the early projections include the following: Beef production will expand 15 percent, and feeder calf prices will drop 27 percent.
