USDA Preliminary 10-Year Baseline USDA issues a 10-year baseline report each year in February. This week, however, it released its early projections for the 2018-2027 report, which were based on a “composite of model results and judgment-based analyses” prepared during October and using the 9 November WASDE as the current year starting point.
