Although the president's advisors complain about several provisions in the bill -- including funding the CFTC at 37 percent less than requested -- it is clear that like the debate over the farm bill, the proposed cuts in food aid programs (domestic and international) are the largest issue. But the House-passed appropriations bill will not be the one that goes to the president, and the White House is unlikely to veto an appropriations bill that ultimately passes a Democratic-controlled Senate.
