Friday of this week could be EPA’s release date for the final rule on the 2020 required volume obligations (RVO). That rule would include the small refinery offset language proposed by EPA in October. The rule was sent from EPA to the Office of Management and Budget (OMB) on 6 December; OMB is giving the regulation a final review. The agency is taking meetings with outside groups through Thursday, which means it would not be released before Friday. Meetings are scheduled at OMB with the National Association of Truck Stop Owners on the 18th and on the 19th with Growth Energy. Facing increasing pressure to quantify the value of export promotion efforts to investors, a U.S. industry organization retained WPI to develop a quantitative model that better communicated the importance of exports. The resulting model concluded that value-added meat exports contributed $0.45 cents per bushel to the price of corn, increasing support for that sector’s financial support of WPI’s client. In addition to serving the red meat industry with this type of analysis, WPI has generated similar deliverables for the U.S. soybean and poultry/egg industries.
