“She’s back!” is the title of the National Oceanic and Atmospheric Administration’s (NOAA’s) November 2017 La Nina update, which was released last week. This was essentially a declaration that a La Nina is at least present. The critical issues going forward are whether it remains present and how strong this weather event becomes. The actual announcement also carries some interesting feedback from some who question its validity.
