After one of the strongest El Ninos on record was officially declared over last June, the CPC issued a La Nina watch. That was then cancelled in early September when the surface water temperatures did not cool sufficiently. However, there has now been another change. Over the last 20 years or so, weather forecasters have tried hard to establish the process of meteorology and their work as a scientific endeavor as a way of enhancing credibility and respectability. The advent of highly-refined weather modeling has no doubt helped that effort.
