CAP/Farm Bill; Similarities and Differences Tracking the similarities and differences between U.S. and European farm policy is a herky-jerky affair. The transatlantic political influences have rarely fully aligned, though they do occasionally mimic one another. In contrast to Washington, Brussels has successfully reached agreement on a farm policy (CAP Reform), at least in principle. It would reduce future outlays by -1.1 percent per year, not far from the -1.8 percent cut in the Senate-passed farm bill, but only a third of the -3.39 percent cut proposed by the House Agriculture Committee.
