UnCOMPETES The partisan dysfunction in Washington continues as Democrats and Republicans in the House cannot even agree on how to approach competing with China. The Democrats constructed a bill that critics say mimics China rather than emphasizing America’s own unique strengths. Republicans complain it contains non-germane spending. However, the larger additions include extension of the Generalized System of Preferences (special tariff cuts) and Trade Adjustment Assistance. The latter has typically been a concomitant part of extending presidential trade negotiating authority. Without such authority, getting any new trade agreement through Congress may prove futile.
