USMCA Legislative Changes Identified This week the administration presented to Congress a Statement of Administrative Action (SAA), which is its legal view regarding what domestic laws and international trade agreement would need to be amended to adopt the USMCA. Some of the more complicated issues relate to domestic content of autos and auto parts, but the submission of this document from USTR builds some new context for the political debate around the USMCA.
