Congress returns to session this week and there are only nine legislative days on the calendar. The rise of the debate over the proper foreign policy response to Syria will have a significant impact on this reduced schedule. To recap, Congress must pass a continuing resolution (CR) to fund the government for FY 2014, which begins on 1 October. Additionally, the authorization of the Commodity Exchange Act expires on 30 September, as does the farm bill.
