We have long maintained that the math behind the Renewable Fuel Standard (RFS) is unsustainable. As previously asserted, 2013 will be the year that RFS reform becomes a congressional issue and that E15 liability will be a major issue (see WPI 26, 30 September 2011). Today House Energy and Commerce Committee staff averred in congressional newspaper The Hill that they will be holding hearings on the RFS next year.Among the concerns cited is the impact of E15 now that E10 has met the blend wall. The Environmental Protection Agency (EPA) has approved E15 for vehicles older than the 2001 model-year under a specified misfueling mitigation plan. WPI’s team was retained by the governing board of a U.S. industry organization to review a decision, reached by vote, to invest significant assets into the development and management of an export trading company. WPI’s team conducted a formal review of this decision and concluded that the current level of market saturation would limit the benefits of the investment. Based on WPI’s analysis and recommended actions, the board subsequently reversed its decision and undertook a strategic planning effort to identify more impactful investments.
