2020 Proposed Biofuel Volume Rule Teed Up

EPA’s proposed biofuel 2021 required volume obligation (RVO) rule has been at the Office of Management and Budget (OMB) for more than two weeks (OMB received the proposal on 13 May). When it is published – assuming no changes from OMB - the expected volumes are detailed below. It is possible, though not probable, that the rule could be published as early as next week. Normally, it is expected within two weeks after a 30-day review but is hard to tell the timeline right now. Last year with the small refinery exemption (SRE) debate going on, EPA sent the 2020 rule on 8 May and it was not published until 5 July. On behalf of a Canadian oilseed processer WPI's team provided market analysis, econometric modeling and financial due diligence in support of a $24 million-dollar investment in a Ukrainian crush plant. Consistent with WPI's findings, local production to supply the plant and the facility's output have expanded exponentially since the investment.
