The EPA will likely release its Required Volume Obligations (RVOs) final rule for 2019 next week, prior to the 30 November deadline. While now being reviewed by the Office of Management and Budget (OMB), there is little evidence that the volumes will be changed substantially from the proposed rule issued in June. That proposal raised the total amount of renewable fuels under the Renewable Fuel Standard (RFS) by 590 million gallons in the overall advanced biofuel category. Of that, there was a 93 million gallon increase in cellulosic with the rest under the undifferentiated category for which biomass-based diesel qualifies.
