In 2008, California passed Proposition 2, which regulated the size of battery cages used in egg production in the state. The measure was fully in effect in 2015 and has had a considerable impact on the egg industry there.

Proposition 2 regulated the size of poultry and livestock confinement on the basis of space requirements for animal movement and behavior. Tomorrow Californians will vote on a follow-up proposal, Proposition 12, that would further tighten the restrictions and define the space requirements. For layers, the standard would be the same dimensions as the cage-free guidelines recommended by the United Egg Producers of 1-1.5 square feet of floor space per hen.
