Policy A TRUE PRISONER’S DILEMMA  At last weekend’s G7 summit in Biarritz, France, President Trump’s public ruminating on the progress/overall success/exit strategy with respect to the trade dispute with President Xi and China revealed just how boxed in the hardliners in the two countries have become. With the U.S. set to raise tariffs again on a portion of goods from China at the start of September, China’s leadership has responded with its own list of tariffs on targeted products. At this point, the back-and-forth and who threatened what and when seemingly obfuscates the fact that the hardliners in each camp, regardless of their lack of a clear strategy, have sucked all the oxygen out of the room.
