As Congress returns this week, negotiating over the debt limit will be at the top of the to-do list. Coupling spending cuts with a debt limit increase was one of the top issues playing into the election of the House Speaker, as we highlighted on 9 January here.  As was reported, one of the conditions Republican members insisted that the Speaker address was: No debt limit increase absent a discretionary budgetary agreement in line with the House-passed budget resolution or other commensurate fiscal reforms to reduce and cap the growth of spending.  As reported at the time, this not only caps spending but makes higher stakes for passing a debt limit increase.
