Regional News  Cold temperatures are forecast for most of western and all of eastern Europe and Ukraine this week while southern Russia sees a slightly warmer trend. The cold weather is increasing the risk of winterkill in winter wheat crops from eastern Europe through Ukraine. Scattered showers will bring beneficial moisture for crops that are dormant in the north as well as crops in the south that are starting to vegetate.
