Regional News  Rains across southern Russia have improved wheat and winter crop conditions and have pressured global values somewhat. On Monday, the EU Commission reported that mostly favorable weather conditions across Europe in October allowed winter crop planting and summer crop harvest to speed up and reach normal levels. Through mid-November, satellite imagery showed winter crop development largely in line with average values. Areas of concern persist in northeast France, parts of Germany, and southeast Romania, however.
