It quotes a prior Supreme Court decision delineating that states cannot determine policy in other states where there is no legitimate interest. Specifically, it says “Voters in pork-producing States must determine what’s cruel treatment of animals housed in those states – not voters in California. The brief was prompted after 16 U.S. senators from both parties wrote asking the Administration to side with the pork producers.
