The U.S. House Republican Study Committee has issued its guidance for the 2023 farm bill and it would slash support for farmers. It would eliminate the Price Loss Coverage (PLC) and the Agriculture Risk Coverage (ARC) programs. Farmers instead want the guaranteed prices in PLC raised. Crop insurance is most precious to farmers, but the Republicans would slash the federal subsidy. They would end the sugar and dairy programs, while removing USDA flexibility for CCC spending. WPI’s team conducted a formal review of this decision and concluded that the current level of market saturation would limit the benefits of the investment.
