Low GHG Ambitions Negotiators from over 140 nations have begun the 19th session of the UN Framework Convention on Climate Change in Warsaw, Poland where they hope to develop new rules for greenhouse gas (GHG) emissions. The U.S. is proposing that each country self-designate its reduction targets, and then hope that transparency and shaming will cause countries to reach their goals.
