As if the terms of the Phase One trade deal with China has not generated enough questions for the market, it is indirectly sparking some more speculation about whether USDA will issue a third round of Market Facilitation Program (MFP) payments. The concept behind the MFP was to help tide farmers over during the trade uncertainty. Now, with USMCA half way through the U.S. Congress, a Japan agreement, and a China deal to sign will MFP have one last hurrah, or will it be eliminated. USDA will be making its decision any day now, as the process will need to commence in the early part of January, if the program continues.
