Updated Telegram Fifty-eight governments recently signed the Canadian initiated, “Declaration Against Arbitrary Arrests.” While broadly directed at China, Russia, and Iran, the declaration itself reflects one of three components in  “The Longer Telegram” for containing China. Inspired by George F. Kennan’s post-WWII containment strategy for the Soviet Union called “The Long Telegram,” the updated version shifts the focus to China and calls for galvanizing partners for confronting the Middle Kingdom.
