Momentum is supposedly building in Congress to fully liberalize economic engagement with Cuba. Meanwhile, the president’s Export Council (PEC) has pondered its own economic development initiatives. Write with Clarity The U.S. House Judiciary Committee approved a bill, the “Separation of Powers Restoration Act” (H.R. 4321), which seeks to reverse court deference to regulatory agencies as efforts are made to interpret and regulate under federal statutes. There is congressional frustration that agencies have too free a hand in their work and misinterpret or ignore Congress’s intent.
