WTO Stalemate The World Trade Organization remains unable to move forward on its reform agenda under a stalemate over issues like the current consensus requirement, re-establishing the appellate level in dispute settlement, and use of special and differential treatment. The pending confirmation of Joseph Barloon to be the U.S. Ambassador to the WTO is unlikely to alter the fundamental disagreements in Geneva.
