The House of Representatives will hold a vote for a new Speaker tomorrow; at this point, the process of electing a Speaker has used up 15 of the 45 days that were gained by the stopgap continuing resolution to keep the government funded and open until 17 November.  However, there is no consensus behind one candidate (though things are fluid) and the process could well last for some time.   The current temporary Speaker pro tempore, Representative Patrick McHenry (R-North Carolina) serves in an administrative caretaker role and lacks the authority to schedule and move legislation to the House floor.  It has been proposed that he be vested with more authority in the interim to get the appropriations bills moving, but that...
