War is Global PR Battle The Russian war on Ukraine is a global PR battle and Western media has the advantage. While Vladimir Putin has monopoly control, his audience is much smaller, poorer, and it has some skeptics. By contrast, media outlets in the free world are driven by profit and viewer appeal; democratic governments try to mold the message but lack control. As flawed as they may be at times, the western media is prevailing at motivating its large, rich audience.
