Since the embargo and economic isolation have failed, it seems like a good time to try economic engagement instead, especially given that there will be some kind of governmental change in Cuba in the foreseeable future.In January 1960, we flew to Havana to meet with the manager of the Santiago, Cuba flour mill at his request. Ever since the Castro government took over in early 1959, he was having increasing difficulty in arranging payment in U.S. dollars for the U.S. wheat imports used by the mill and wanted to discuss the situation.
